    National Leader of the Turkmen People delivered a speech at the Vienna International Energy and Climate Forum

    During his visit to the Republic of Austria, National Leader of the Turkmen People, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedow took part in the Vienna International Energy and Climate Forum. Founded in 2008 under the auspices of UNIDO and the Government of Austria, the Forum has evolved over the years into a key global platform for implementing initiatives in the field of ecology. The Forum serves as a bridge between government institutions, the scientific community, and the business sector, facilitating the transformation of global environmental commitments into concrete investment projects and industrial solutions. Its agenda primarily focuses on accelerating the energy transition, introducing green hydrogen, and digitalizing the energy system. Particular attention is given to ensuring inclusive access to clean energy in developing countries whose economies depend on energy resources. The discussions also address the reduction of methane emissions in the industrial sector and the creation of sustainable supply chains for resources essential to green energy. The Forum was held at the Hofburg Palace. The National Leader of the Turkmen People was warmly welcomed by UNIDO Director General Gerd Müller and Federal Minister for European and International Affairs of Austria Beate Meinl-Reisinger. The agenda included issues related to the transition to a green economy, ensuring energy security under current geopolitical conditions, and decarbonization. Expressing his gratitude, the National Leader of the Turkmen People thanked Federal President of Austria Alexander Van der Bellen, UNIDO Director General Gerd Müller, and Austrian Foreign Minister Beate Meinl-Reisinger for the invitation. Hero-Arkadag noted that the broad representation at the Forum demonstrates the strong interest of countries worldwide in addressing urgent climate and energy issues. He emphasized that Turkmenistan, as an active member of the international community, contributes to the implementation of long-term United Nations strategies in the field of energy sustainability and climate well-being. It was noted that energy and climate remain among the most vulnerable areas of the global agenda. As one of the world’s leading countries in hydrocarbon reserves and a major energy producer and exporter, Turkmenistan pursues a responsible and consistent policy aimed at creating reliable political, legal, and practical foundations for mutually beneficial and equal multilateral cooperation in this sphere. Based on thorough experience and analysis, the National Leader outlined a number of practical measures aimed at stabilizing the global energy situation and promoting constructive dialogue. Turkmenistan reiterated its initiative to develop a Global Security Strategy, emphasizing the interconnection of all aspects of security, including energy security. The country called for the full depoliticization of the energy sector and proposed the development of a UN “Energy Code” rejecting political pressure in energy relations. Turkmenistan also proposed drafting a universal international legal instrument under the UN to regulate production, transit, and consumption of energy resources. As the author of three UN General Assembly resolutions on reliable energy supply, Turkmenistan continues to promote global cooperation in this field and will submit a new draft resolution on the key role of reliable and stable energy connectivity in sustainable development. The National Leader stressed that access to energy must be free, stable, and non-discriminatory, as it is a fundamental right of all nations. Turkmenistan continues to advance international dialogue on energy security, an initiative it first launched nearly two decades ago. The country remains open to close cooperation with all stakeholders and is ready to take an active role within the UN framework. Turkmenistan also maintains a constructive approach to climate issues and remains fully committed to the Paris Agreement goals. It supports joint projects in wind and solar energy and is prepared to develop hydrogen energy based on natural gas, in cooperation with international partners. In this regard, Turkmenistan proposed the creation of a Global Hydrogen Energy Transition Program for a ten-year period. The country also emphasizes regional cooperation and scientific research. A UN Regional Centre on Climate Change Technologies for Central Asia will soon begin operations in Ashgabat. Equal access to water resources for landlocked developing countries remains a key priority. The Third UN Conference on Landlocked Developing Countries was held in Turkmenistan in August 2025, and the Awaza Declaration adopted there became an official UN document. Turkmenistan continues to actively contribute to the implementation of the Sustainable Development Goals in cooperation with the United Nations. The country remains committed to strengthening international cooperation and coordination with UN specialized agencies, including UNIDO. The Forum’s outcomes define new directions in global environmental and energy cooperation. At the conclusion of the visit, the National Leader departed from Vienna to his homeland. He was warmly welcomed upon arrival at Ashgabat International Airport. The visit once again confirmed Turkmenistan’s position as a reliable partner in the international arena.
